Complete your interview

After applying, HHSC will schedule a phone or in-person interview. Most households are interviewed before a decision is made. If you qualify for expedited SNAP, benefits can arrive within 7 days. Your benefits are retroactive to your application date if approved.

Asset limit details. Texas BBCE does NOT eliminate the asset test. Your household's countable assets must be $5,000 or less. One vehicle worth up to $22,000 is excluded; any value above $22,000 counts toward the limit.

TSAP for elderly and disabled households. If everyone in your household is age 60 or older or has a disability and no one has earned income, you may qualify for the Texas Simplified Application Project (TSAP). TSAP offers a shorter application, a 3-year certification period, and no renewal interview. Apply the same way as regular SNAP.

Work requirements. Most adults ages 18–64 without dependents under 14 must work or participate in a work program at least 80 hours per month to receive SNAP beyond 3 months in a 3-year period (ABAWD rules). Exemptions apply for pregnancy, disability, caring for a child under 14, and other circumstances.

Mixed-status households. Undocumented members cannot receive SNAP for themselves, but U.S. citizen children in the same household may be eligible. The citizen members' income and expenses are counted.

Why Texas's SNAP rules push in two directions

Texas serves about 3.5 million SNAP recipients, including roughly 1.7 million children, under one of the country's more layered SNAP rule sets (Texas Tribune, March 2026). The state elevates its income limit well above the federal default, keeps an asset test that most BBCE states have eliminated, and as of April 2026 restricts what your Lone Star Card can buy at the grocery checkout.

On the income side, Texas uses Broad-Based Categorical Eligibility (BBCE) at 165% of the Federal Poverty Level — 35 points above the federal default of 130%. But Texas is one of only five BBCE jurisdictions out of 46 — alongside Arkansas, Idaho, Indiana, and Nebraska — that does not use BBCE to eliminate the asset test (USDA FNS BBCE Election Table). The other 41 show "no limit on assets." Texas keeps a $5,000 countable asset cap, with one vehicle excluded up to a $22,000 fair-market value (excess vehicle value counts toward the cap). For a household with savings, equity in a second vehicle, or a recent inheritance, an income that qualifies in California or Florida may not qualify in Texas.

At checkout, the rules narrowed again on April 1, 2026. Senate Bill 379, signed by Governor Abbott in June 2025 as part of the state's "Make America Healthy Again" package, prohibits SNAP benefits from being used to buy candy (including gum, taffy, and candied or chocolate-coated nuts) and sweetened drinks containing 5 grams or more of added sugar per serving or any artificial sweetener. USDA's Food and Nutrition Service approved the request in August 2025 as a two-year novel demonstration project and required Texas to survey recipients before and after to evaluate its effect (USDA FNS Texas Waiver Approval Letter, August 4, 2025). Texas is one of 22 states with USDA-approved purchase restrictions as of April 2026; Indiana, Iowa, Nebraska, Utah, and West Virginia began enforcing on January 1, 2026.

What this means for your application:

  • Bring asset documentation. Bank statements, vehicle valuations, and second-vehicle paperwork are part of the interview — Texas's $5,000 cap is verified, not waived.
  • Plan grocery purchases for the in-Texas rules. Drinks sweetened only with stevia or monk fruit remain SNAP-eligible; drinks with any artificial sweetener, including diet sodas, are not. Beverages with more than 50% fruit or vegetable juice and milk-based drinks stay eligible. The restriction applies at Texas retailers only — but Louisiana and Oklahoma already enforce their own SNAP candy and soda restrictions (effective February 2026), Arkansas joins them on July 1, 2026, and New Mexico has no parallel rule.
  • Don't rely on out-of-state guidance. A household that qualifies for SNAP in BBCE-asset-eliminated states (most of the country) may not qualify in Texas with the same financial picture; the asset cap is the typical sticking point.

Expedited SNAP — Benefits Within 7 Days

  • Your combined income and liquid resources are less than your monthly rent/mortgage + utilities

Standard federal SNAP student rules apply in Texas: students aged 18–49 enrolled at least half-time must meet a work or program exception to receive SNAP. Qualifying exceptions include working 20+ hours/week, participating in federal or state work-study, caring for a child under 6, or being exempt from work requirements for another reason. Texas does not have a state-specific student expansion like California's.

Self-employment income counts toward SNAP eligibility, but you can deduct business expenses (supplies, mileage, equipment) from your gross self-employment income. Bring your most recent tax return or a detailed record of income and expenses to your interview. Your HHSC caseworker will calculate your countable self-employment income.
